Questions
ISV, explained
What is ISV?
ISV (Imposto Sobre Veículos) is the one-off tax paid when a car is first registered in Portugal, including cars imported from another EU country. It is paid through the customs declaration (DAV) before the car gets its Portuguese plates.
How is ISV calculated?
Two components from Tabela A of the Código do ISV — one for engine size, one for CO₂ emissions (with separate WLTP and NEDC tables) — plus a surcharge for diesel cars whose particulate emissions exceed the legal threshold. Used cars from the EU get a reduction for their years of use (Tabela D).
Do electric and hybrid cars pay ISV?
Battery-electric cars are exempt. Plug-in hybrids with an official electric range of at least 50 km and CO₂ under 50 g/km pay a reduced rate. Other hybrids pay the normal petrol table.
Where do I find the engine size and CO₂?
On the German registration document (Zulassungsbescheinigung Teil I): field P.1 is the engine size in cm³ and field V.7 the CO₂ in g/km. The Certificate of Conformity (COC) states both too, and says whether the CO₂ is WLTP or NEDC.
